Pete LeHardy, Business Development Manager at Phoenix International Holdings, Inc., met with Stefann Perrigot, Director at PES Wind, during the IPF25 in Virginia Beach.

With nearly three decades of experience, Phoenix International provides expert diving and subsea operations across a range of sectors—from offshore wind and oil & gas to U.S. Navy contracts and deep-sea recovery missions. Their teams of highly trained divers, or “subsea technicians,” are equipped to perform underwater inspections, welding, rigging, and structural repairs in some of the world’s most challenging environments.

One of Phoenix’s standout capabilities is the use of one-man hard suits—essentially personal submersibles—that enable safe, efficient access to depths of up to 1,200 feet, enhancing precision work in deepwater settings.

As offshore wind development scales, particularly in deeper waters, underwater operations and engineering expertise will be critical to ensuring safety, reliability, and long-term asset integrity.
